  • That the Minutes of the Public Board Meeting held Thursday, March 28, 2024 be adopted as circulated.

The Service will provide a presentation on its Child Abuse Unit, to which assigned members are responsible for investigating incidents of child sexual abuse, child physical abuse, cases of neglect resulting with serious injury to a child and attempt murder of a child that involve victim children under 16 years of age at the time the incident is reported.

The Service will provide a presentation on its Evidence Management Unit, operating in accordance with the standards set out by the International Association for Property and Evidence. Members assigned to this Unit are responsible for receiving, processing, storing, managing and disposing of all seized property and evidence that is found and recovered by members of the Service and the public.

The Service will provide a presentation on NRPS Fleet and Quartermaster services, which are adhered to by assigned members of the Service to support the supply and procurement of a variety of police issued effects such as uniforms, stationary, medical supplies, etc., and to maintain the needs of the automotive maintenance and procurement of police vehicles.

Memorandum dated March 28, 2024 from Ken Weatherill, Assistant Deputy Minister, Public Safety Division, Ministry of the Solicitor General, to all Chiefs of Police and Board Chairs, ensuring awareness of the March 2024 developments respecting the CSPA, including legislative amendments made as part of the Enhancing Access to Justice Act, 2024 and some new and amended regulations, as summarized.

Service report dated April 4, 2024 providing a summary of the actual versus the authorized strength by rank/salary band of the uniform and civilian complement of the Niagara Regional Police Service. 

Service report dated March 31, 2024 submitted in accordance with the quarterly reporting requirements set out in Board By-law 301-2010. 

Report dated April 2, 2024 from Jennifer Guarasci, Acting Vice President, Administration, Brock University, providing a quarterly report about complaints, use of force, discipline and arrests associated to officers designated as Special Constables and employed with Brock University Campus Safety Services. 

Service report dated April 2, 2024 submitted in accordance with the quarterly reporting requirements set out in Board By-law 317-2012.

Service report dated March 19, 2024 submitted in accordance with the annual reporting requirements set out in Board By-law 233-2000.

Service report dated April 4, 2024 submitted in accordance with the annual reporting requirements set out in Board By-law 401-2023.

  • That the information be received.

Letter dated March 22, 2024 from Ann-Marie Norio, Regional Clerk, Regional Municipality of Niagara, advising of a recommendation of the Region's Public Health and Services Committee passed by Regional Council on March 21, 2024, specific to Regional Report COM 9-2024, dated March 5, 2024 respecting CSWB 911 Action Table: Findings and Recommendations and enhanced investments in the areas of mental health, addiction and treatment.  The recommendation also includes a request that the Niagara Police Service Board consider endorsing the cause. 

  • That the Board endorse the CSWB 911 Action Table: Findings and Recommendations, as approved by Regional Council at its meeting held March 21, 2024.

Correspondence dated April 16, 2024 from Deb Reid, Executive Director, Niagara Police Service Board, providing the Board with 43 draft by-laws as required for compliance with the Community Safety and Policing Act, 2019 (CSPA), its Regulations, and the Ministry of Solicitor General's Policing Standards Manual. 

  • That the Board adopt the draft By-laws, effective April 1, 2024, as appended to this report;

    And further, that the Board Chair, Executive Director, and Board Solicitor be authorized to make any supplementary administrative amendments to Board By-laws, that may be required following any additional clarification of the CSPA and its Regulations that may be received by the Ministry of the Solicitor General.

Service report dated March 22, 2024 requesting the Board approve the Request for Proposal submitted by Eloquip Ltd. as the successful bidder for the purchase of a Drive Truck Box for use by the NRPS Underwater Seach and Recovery Unit.

  • That the Board approve the award of Request for Proposal 2024-RFP-37 Dive Truck Box to Eloquip Ltd.

Service report dated April 5, 2024 requesting the Board approve a donation to cover the costs afforded to the NRPS members participating in the Women in Police Internal Support Network Mud Girl Run being held on June 9, 2024 in Hamilton. (Previous donation: 2022: $3,000; 2024: $3,000)

  • That the Board approve a donation in the amount of $1,500.00 from the Special Fund in support of the Niagara Regional Police Service (NRPS) members attending the Internal Support Network (ISN) Mud Girl Run.

Service report dated April 5, 2024 requesting the Board approve a donation for a cart sponsorship at the Love Fore Niagara Golf Tournament being held to raise funds for the Kristen French Child Advocacy Centre Niagara.  The tournament is being held June 15, 2024, at Beechwood Golf and Social House in Niagara Falls.  (This is a first-time funding request.) 

  • That the Board approve a donation in the amount of $600.00 from the Special Fund for a cart sponsorship at the Love Fore Niagara Golf Tournament. 

Service report dated April 5, 2024 requesting the Board approve a donation for the NRPS event being held during Police Week on May 16, 2024 at the Pen Center in St. Catharines, during which the Service will be hosting Unit and equipment displays and providing members oof the public with police branded items. (This is a first-time funding request.)

  • That the Board approve a donation in the amount of $1,500.00 from the Special Fund in support of the Niagara Regional Police Service (NRPS) Police Week event. 

There are no reports from closed session meetings. 

  • That the Board move into Closed Session for consideration of confidential matters pursuant to Section 44 of the Community Safety and Policing Act, namely for subject-matter related to potential litigation, human resources matters and legal matters that are subject to solicitor-client privilege.
