Cultural and Bias Awareness Training and Probationary Performance Evaluation

Service report dated December 1, 2025 providing a report on the cultural and bias awareness training provided to Service Members, the current demographics of the Service, and the Service’s standardized probationary performance evaluation framework incorporating measurable, bias-mitigating criteria.

Quarterly Report - Financial Variance Overview - Period Ending September 30, 2025

Service report dated November 20, 2025 submitted in accordance with the quarterly reporting requirements set out in Board By-law 412-2024.

Quarterly Report - Niagara Parks Police Special Constables - July 1 to September 30, 2025

Report dated December 2, 2025 from Chief Paul Forcier, Niagara Parks Police Service, providing information specific to complaints, use of force, discipline and arrests associated to officers designated as Special Constables employed with the Niagara Parks Police Service.

Service report dated November 24, 2025 submitted in accordance with the annual reporting requirements set out in Board By-law 516-2024.

2026 Budget - Responses to Councillor Information Requests

Letter dated December 8, 2025 from Deb Reid, Executive Director, Niagara Police Service Board, providing the Service and Board responses to the questions raised by Regional Councillors at the November 27 and December 4, 2025 Budget Review Committee of the Whole (BRCOTW) meetings, specific to the 2026 Proposed Operating Budget for the NRPS and Police Service Board.

BRCOTW - 2026 NRPS Budget Reduction Request

Letter dated December 12, 2025 from Ann-Marie Norio, Regional Clerk, Niagara Region, outlining the motion passed by the Region's Budget Review Committee of the Whole on December 11, 2025 requesting the Board and Service reduce the 2026 operating budget by approximately $2.7 million. 

• That the information be received.

10.

NEW BUSINESS

10.1

Budget - 2026 Operating Budget Proposed Mitigation Strategies

Service report dated December 15, 2025 providing 8 recommended mitigation options that would reduce the overall 2026 Niagara Regional Police Service and Board operating budget by $1,350,000 or 0.6%, in support of the motion passed at the Region's Budget Review Committee of the Whole held December 11, 2025.

• That the Board:

  1. Receive and approve the proposed mitigation options, in the amount of $1,350,000.00, which represents a 0.6% reduction;
  2. Approve the 2026 operating budget for the Niagara Regional Police Service (Service) and Board resulting in a total net expenditure budget before indirect allocations of $235,551,521.00, which represents a 10.9% increase over the approved 2025 operating budget; and
  3. Submit the consolidated budget of the Service and Board to Niagara Regional Council (Council) for approval.

10.2

2026 Special Duty Rates Schedule

Service report dated November 26, 2025 requesting the Board approve the Special Paid Duty billable rate schedule for By-Law 425-2024 as outlined in Appendix 1, which has been updated with the uniform salary adjustment for the 2026 year. 

• That the Board approve the revised Special Duty Rates Schedule to By-Law 425-2024 effective for January 1, 2026;

  And further, that all documentation be updated accordingly.

10.3

Community Safety - High Visibility Vehicles

Service report dated November 26, 2025 requesting the Board approve altering the markings of NRPS frontline patrol vehicles to incorporate retro-reflective Battenburg-inspired patterns, phased in over a 3-year period (2026-2028) to strengthen officer safety and enhance police visibility, with all associated detailing costs included in the annual vehicle replacement capital budget. 

• That the Board approve alterations to the markings of NRPS frontline patrol vehicles to retro-reflective Battenburg-inspired patterns, phased in over a 3-year period (2026-2028), as outlined in the report. 

10.4

Access to Closed-Circuit Television Cameras Agreement

Service report dated November 4, 2025 requesting Board approval to enter a Memorandum of Understanding (MOU) between the Niagara Regional Police Service (NRPS) and Doral Holdings Limited and 430635 Ontario Inc. (collectively, Seaway Mall) to enable the NRPS Real Time Operations Centre (RTOC) access to live feed from Closed-Circuit Television (CCTV) cameras in the Seaway Mall. 

• That the Board approve the Memorandum of Understanding between the Niagara Regional Police Service, Doral Holdings Limited and 430635 Ontario Inc. (collectively “Seaway Mall”), titled "Access to Closed-Circuit Television Cameras", as appended to the report.

10.5

Special Fund Requests - December 2025

Service report dated December 8, 2025 requesting the Board approve the following Special Fund requests:

1. International Police Hockey Tournament – Women’s Team $1,500;
2. International Police Hockey Tournament – Men’s Team $1,500; 
3. FACS Niagara Foundation Annual Gala - $2,500; and
4. Holiday Hero Campaign - $5,000.

• That the Board authorize the Special Fund donations as outlined in the report and approve payment in the requested amounts.

OTHER BUSINESS

MOTION FOR CLOSED SESSION MEETING(S) 

The Closed Session reports and recommendations are considered under the authority of the Community Safety and Policing Act (CSPA) and Municipal Freedom of Information and Protection of Privacy Act (MFFIPA) in accordance with the following authorities:

CSPA, Section 44(2)(b);
CSPA, Section 44(2)(e);
CSPA, Section 44(2)(h);
CSPA, Section 44(2)(k);
CSPA, Section 44(2)(l); and
MFIPPA, Section 8.

• That the Board move into Closed Session for consideration of confidential matters pursuant to Section 44(2) of the Community Safety and Policing Act (CSPA), namely to consider reports and recommendations about personal matters about an identifiable individuals, human resources and labour relations matters, subject-matter related to litigation or potential litigation, information supplied in confidence by the Ministry of the Solicitor General, as well as legal matters that are subject to solicitor-client privilege.

13.1

P25 Voice Radio System License Agreement - Regional Municipality of Niagara

Service report dated November 27, 2025 requesting Board approval to enter into a P25 Voice Radio System (VSR) Agreement with the Region. (The Board approved the P25 Voice Radio System (P25 VRS) Agreement between the Regional Municipality of Niagara Police Service Board and the Regional Municipality of Niagara on November 27, 2025 in closed session and directed the report be amended for public reporting). 

• That, in accordance with Board direction, the amended report be made available to the public.
